According to KiwiReport, Billy's first wife was Cindy Smith. They tied the knot in 1986 but soon got divorced. Shortly after, he went on to date Kristin Luckey and together, they welcomed their first child, Christopher Cody, in 1992.

Billy's second child came courtesy of his relationship with Leticia 'Tish' Finley. The couple had a child together, Miley, who was born in November 1992. Billy and Leticia eventually tied the knot in 1993 and went on to welcome two more children.

In addition to his four kids at the time, Billy Ray also adopted Leticia two children from a previous relationship.
